Somehow this tricks the game into thinking that it is running for the first time and doesn't apply what must be screwy graphics settings which cause the glitch, probably instructions contained within one of the two files. What worked for me, a non tech guy who doesn't know how to edit complex settings or files which were suggested on other discussion boards, was to delete the configuration.LUA and Local.INI files in the COH folder (Documents -> My Games -> Company of Heroes Relaunch folder). Reinstalled many times and it was the same issue. I had the same problem as Soapbottle (see image link), and it always happened after the first time running the game.
